When I worked for the State Lands Division, B'ham Water Works' permit applications for lines across navigable waterways were shelved because we knew the feds were poking around and were about to shut the project down. We had thousands of dollars in checks for application fees from the Water Works sitting in our office and they were never cashed. State Lands Director James Griggs knew something because I always got my ass chewed for not tending to other matters, but anything for Birmingham Water Works and Walter Trent Marina in Orange Beach(Richard Scrushy) were ignored like they didn't exist. Alice Martin sent an agent to the office but he didn't speak to me. It was all closed session with supervisors.
