Not sure about the answer. Prosecutors generally enjoy immunity from suit. But the FBI is an investigative agency, and I'm not sure it or its agents are protected from suit. If you can sue the FBI, and I'm not sure you can, that's the direction I would go. They should be held accountable for negligent hiring, supervision, etc. Would be interesting to see if Keith Baker could be sued in his individual capacity.
